Why does the FHA/HUD want to send you money?

All HUD/FHA home loans include a Mortgage Insurance Premium (MIP), usually included in total amount of the loan and paid as a part of the monthly payment.

This insurance policy both allowed the borrower to obtain the mortgage with a small down payment and guaranteed the lender that if the borrower defaulted on the loan the Federal Government would pay the bank for their losses.

At closing the home buyer is told that if they pay back the loan in good faith that they would be entitled to a refund on the M.I.P. insurance policy.

Unfortunately, many people forget about their eligibility for this refund, and HUD/FHA often cannot locate these people, so the money is put into a special fund. That fund now contains over a hundred million dollars and is growing every day!
